S--FY15 New York Harbor Healthcare System - Multiple Facilities - Janitorial and Pest Control Services

This Special Notice is a Notice of Intent to extend the contract period of performance from 4/01/2015 - 6/30/2015 for Janitorial and Pest Control Services at the VA New York Harbor Healthcare System Brooklyn and St Albans Campuses, as well as the Harlem and Chapel Street Community Based Outpatient Clinics (CBOCs). This synopsis provides notification of the VA's intent to extend contract GS-21F-0062V, task order VA243-15-F-0455, which was awarded on 10/01/2014. The extension will be performed by the incumbent contractor ProSource Consulting L.L.C., 1325 G ST NW STE 500, Washington DC 20005-3136. The requirement to provide housekeeping and support personnel for the facility, inclusive of mission critical systems, is critical. ProSource currently has the technically capable and fully cleared personnel to meet both the performance requirements, as well as the security requirements defined by the VA. They will continue to provide mission critical services and non-mission critical services, such as facility plant and systems mechanical support and grounds maintenance. This extension will be performed under the same terms and conditions as the existing contract. The contract type is firm fixed-price. The extension will provide for continuation of uninterrupted services to the VA NYHHS Brooklyn and St Albans campuses and Harlem and Chapel Street CBOCs. This extension of services for three (3) months, from 4/01/2015 - 6/30/2015, is accomplished as implemented by FAR Clause 52.217-8 Option to Extend Services. This Special Notice of Intent is not a request for competitive proposals. Not extending the current contract would cause serious injury to the Government. It is the intent of the Government to fully compete this requirement in FY 2015, so this extension is to provide uninterrupted operation and support of the facility until a new contract can be competitively awarded. This notice of intent is not a request for competitive proposals and no solicitation is available. Not awarding this extension would cause serious harm to the Government. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source extension described in this notice. As stated herein, this is a three (3) month extension that is required until the Government can issue and award a competitive contract the 4th quarter of FY2015. The competitive RFP should be issued for these support services within the next three (3) months.
