R--MICC-Fort Sill's notice to extend Contract number W9124L-10-C-0004, for the Logistics Support Services Fire Center of Excellence

This synopsis is notification of the Fort Sill Contracting Office's intent to extend an interim bridge contract to provide the services of the current Logistics Support Services contract, for a period of performance beginning December 1-31 2012. A competitive contract was awarded 1 August 2004 to World Technical Services, Inc., PO box 33069, Fort Sill, Oklahoma 73503. Two interim bridge contracts were awarded consecutively with periods of performance starting 1 April 2010 through 31 July 2010 and 1 August 2010 through 30 November 2010. Two extensions to the second interim contract were performed under the same terms and conditions of the existing contract, W9124L-10-C-0004, which was awarded as a sole source on 1 August 2010 to World Technical Services Inc. and will expire 30 November 2012. This extension will be an unrestricted sole source procurement. The extension will be issued to the current contractor, Primus Solutions Inc. (formally known as World Technical Services), Inc., and P.O. box 33069 Fort Sill, Oklahoma 73503. The contract type is a Cost-Plus-Award-Fee (CPAF) contract. This extension to the current bridge contract will provide uninterrupted services to the Fort Sill Installation pending resolution of a protest. This action is accomplished under authority cited in 10 U.S.C. 2304(c)(1), in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and there would be unacceptable delays in fulfilling mission requirements. This notice of intent is not a request for competitive proposals and is posted for five (5) calendar days. Any response to this notice must show clear and convincing evidence that competition of this one-month period would be advantageous to the Government. If no affirmative written response is received, the extension will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
