Contract Modification Number: FA2550-02-C-0004-P00592 Notice Type: Special Notice Title: Notice of Intent to Award Sole-Source Modification to Extend Contract Period for Six (6) Months with Two 3-Month Options Notice of Intent to Award a Sole-Source Modification to Extend Contract Period of Performance for six (6) months with two 3-month options: This synopsis provides notification of the 50th Contracting Squadron's intent to award a sole-source modification to extend contract FA2550-02-C-0004, Civil Engineering Operations and Maintenance Services (CEOMS). The option from 01 August 2012 through 31 October 2012 has already been exercised, however the proposed modification would amend this period of performance to: 01 August 2012 through 31 January 2013. In addition, two 3-month options would be added from 1 February 2013 through 30 April 2013, and from 1 May 2013 through 31 July 2013. The purpose of this action is to continue uninterrupted performance until the Air Force obtains a determination on whether planned, continued civil service hiring will be permissible. The extension will be performed by the incumbent contractor, Aleut Global Solutions, L.L.C.; 5540 Tech Center Drive, Suite 104; Colorado Springs, CO 80919. A competitive, Section 8(a) set-aside was awarded on 21 March 2002 for civil engineering operations and maintenance services for the operations facilities at Schriever AFB, to include the associated systems infrastructure. Services include operation, maintenance, repair, incidental construction, test and inspection of all installed Real Property (RP) and Real Property Installed Equipment (RPIE) to include Heating, Ventilation and Air Conditioning Systems, electrical distribution systems, lightning protection, facility water systems, sanitary sewer systems, and solid state uninterrupted power systems (SSUPS). Additionally, the contractor is responsible for fire suppression and standpipe systems for all facilities on Schriever AFB, with the exception of three buildings, and for the vehicle gate entrapment areas. Services are required 24 hours per day, 7 days per week. The extension will be performed under the same terms and conditions as the existing contract. The contract type is firm-fixed-price. The extension will provide for continuation of uninterrupted services to the Schriever AFB operations described above. This extension of services to extend the contract period of performance is accomplished pursuant to 10 U.S.C. 2304(c)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. Not awarding this extension would cause serious injury to the Government. Any response to this notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government. A determination by the Government not to compete this contract extension period, based on this notice, is solely within the discretion of the Government.
