Special notice of intent to award a contract extension on a sole source basis for the management and operation of the National Nuclear Security Administration’s (NNSA's) Sandia National Laboratories

This is a special notice of intent to award a contract extension on a sole source basis in accordance with FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The contract extension is necessary while a follow-on competition for the management and operation of the Sandia National Laboratories is conducted. The contract extension would be awarded to Sandia Corporation, a subsidiary of Lockheed Martin Corporation. The current contract with Sandia Corporation (expiring on September 30, 2012) would be extended for a one-year base period (October 1, 2012 through September 30, 2013), with two additional three-month options, to be exercised if needed. Sandia National Laboratories' (SNL) basic mission is to perform as a Multi-Program Federally Funded Research and Development Center (FFRDC), while assuring accomplishment of its primary and essential assignment as a nuclear weapons research, development and engineering laboratory for NNSA's Defense Programs. SNL's major facilities are located at Albuquerque, New Mexico; Livermore, California; and at a test range near Tonopah, Nevada. The applicable North American Industry Classification System (NAICS) code for this acquisition is 561210. The extension is being sought to continue the SNL mission while NNSA completes the follow-on competition. Continuity of performance at SNL is essential, considering the unique and extraordinary national security missions that must be continued there without interruption during the timeframe of this acquisition. NNSA cannot afford the risk of disruptions to the work that is currently being performed by Sandia Corporation in managing and operating SNL. This special notice of intent to award a contract extension on a sole source basis is neither a request for proposal nor a solicitation for offers. No contract will be awarded on the basis of offers received in response to this notice. Interested sources may identify their interest and capability to respond to the requirement.
