FSC Code: 5836 Project Title: Security and Utility Support System Management Services General Information Document Type: Special Notice Posted Date: 05 May 2009 Response Date: 7 Days Classification Code: Description CONTRACT INFORMATION: Under the authority of FAR 13.106-1 (b) the US Army Corps of Engineers , Alaska District, intends to award a sole source Purchase Order for Security and Utility Support System Management Services to Alliance Consulting Services, Inc., a Small Business on 13 May 2009 to perform the services described below. Past market research has shown that no other small business is capable of performing this service. PROJECT Description : Consulting services shall be provided to the Directorate of Public Works Facility Management Branch in the areas of power systems maintenance, Supervisory Control And Data Acquisition ( SCADA) support, security systems, research and design, and Emergency Management. Power Management a. Consultant shall conduct power studies for determining battery BACKUP (Uninterruptable Power Supply) and standby power generation requirements. b. Consultant shall assist with the design and installation of power management equipment. c. Consultant shall travel to Army Alaska locations for conducting studies and overseeing project completion. d. Consultant shall assist the Army with contract initiations and responses for awarding power management contracts. SCADA Support a. Consultant shall provide SCADA technical reviews for the Directorate of Public Works, Alaska. b. Consultant shall assist Operations Manager with the reviewing of service requests and submittals. c. Consultant shall attend Utilities meetings and provide feedback to Operations Manger. Research and Design a. Consultant shall conduct studies and assessments on specialized environmental and engineering projects. b. Consultant shall provide for the collection and integration of non-standard systems data. c. Consultant shall establish and integrate collaboration rooms (e-rooms) and project management systems. Security and Monitoring Systems a. Consultant shall design and install specialized surveillance systems. b. Consultant shall provide performance analysis and communications methods. c. Consultant shall assist DPW workforce in implementing in-house CCTV requirements. Emergency Management Systems (EM) a. Consultant shall review Directorate of Public Works' Emergency Operations Plan and provide recommendations. b. Consultant shall establish and conduct EM presentations and meetings for introducing new ideas and technologies. c. Consultant shall design and establish and EM communications grid encompassing Fort Richardson and Elemendorf AFB. d. Consultant shall attend EM meetings and assist DPW managers with reports and feedbacks to upper management and commanders. e. Consultant shall participate and conduct EM exercises utilizing recommended processes and technologies.
