This is a sources sought announcement and is issued for information and planning purposes only. This notice is not a solicitation announcement and will not constitute any commitment by the Government. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. A market survey is being conducted to gain knowledge of potential qalified 8(a) Small Business sources to determine if they can effectively compete for award of a Cost Plus Award Fee, Operation and Maintenance contract for Government Owned Facilities and Equipment at Carter's Lake in Oakman, GA. Only 8(a) small business firms shall respond to this notice. The U. S. Army Corps of Engineers, Mobile District is seeking potential sources with the capabilities to provide mission support services. The technical requirements in the scope of work include: daily operations, maintenance and repair of Government owned facilities, vehicles and equipment, planning, programming, administration, supervision, maintenance of accurate and complete records and files, quality control inspection, management of personnel, providing materials, supplies and parts. The contractor shall assure that all services are conducted in accordance with the scope of work, all applicable laws, regulations, codes or directives. The government contemplates awarding a cost plus award fee contract resulting from a future solicitation. Sources are being sought for firms with a North American Industry Classification System (NAICS) code of 561210. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $35.5 million for the past three fiscal years. 8(a) firms interested in performing this requirement may reply to this Sources Sought announcement and shall provide the following: (1). Capability Statement (limited to 7 pages in length, single-spaced, 12 point font minimum) to include: (a) company name, address, primary point of contact and phone number, company DUNS number and CAGE code; (b) positive assertion indicating registration in the Department of Defense, Central Contractor Registration (CCR) database (http://www.ccr.gov); (c) demonstrate the ability to perform the requirement. This statement should specifically describe your firm's ability to provide adequate resources and adequately manage a large logistical area of operation to include equipment and materials. Discuss your firm's accounting system and ability to tract direct and indirect cost and whether your accounting system has been approved by a Government agency such as Defense Contract Audit Agency (DCAA) or Department of Energy. Discuss your firms' process in maintaining accountability for Government Furnished Property and Equipment during contract execution. (2). Relevant Experience (limited to 3 pages) of at least 2 projects similar in nature, scope and complexity. Experience with cost contracts is preferred. Cite dollar value (preferably $8M and greater) within the last three years. Information shall include contract number, award date, indicate whether your company acted as the prime contractor or subcontractor, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work and capability statement above.
