Notice of Intent to Exercise the option under FAR Clause 52.217-8, Option to Extend Services for LOSC

NOTICE OF INTENT TO EXERCISE THE OPTION UNDER FAR CLAUSE 52.217-8, OPTION TO EXTEND SERVICES. This action will result in a modification to the current contract, FA4610-04-C-0004, with Call Henry Inc., 308 Pine Street, Titusville, FL 32796-3556 for a period of six (6) months. The period of performance for this extension will be from 1 October 2010 through 31 March 2011. This extension is needed to satisfy the Wing's LOSC requirement until the award of LOSC solicitation; FA4610-08-R-0016 can be completed. The LOSC provides mission infrastructure support for the Launch and Test Range System (LTRS), Western Range operations, which is designated as a Major Range and Test Facility Base (MRTFB), Pillar Point, Anderson Peak, Hawaiian sites, Vandenberg Air Force Base (VAFB), and VAFB surrounding areas. Services include maintenance, modification, and modernization for the aging facility, property, and Western Range support equipment to ensure successful performance during tests, operations, and launch. Additional services provide periodic maintenance, operation, and repair of various infrastructure, and mandatory certification, maintenance, and operations of facility property and equipment (e.g. alarms, cranes & hoists, elevators, generators, mechanical, pressure vessels, structural, towers, utilities) which support critical mission requirements. The extension will provide for the continuation of uninterrupted services of the Vandenberg Air Force Base (VAFB) operations described above. This six-month extension of services is pursuant to 10 U.S.C. 2304(c) (1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," as implemented by FAR 6.302-1.This notice is being posted since this option under FAR 52.217-8 was not previously evaluated as part of the initial contract award for FA4610-04-C-0004. This option exercise will be at the current rates specified in the current contract, as allowed by FAR52.217-8 and will extend the period of performance end date from 30 Sep 2010 to 31 March 2011. This option exercise will further allow for the current competitive procurement under FA4610-08-R-0016 (which is currently posted to FBO) to be accomplished and allow for a transition of services to a potential new contractor. Call Henry Inc. is the only responsible offeror for exercise of this option, as the Government would experience unacceptable delays in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. Interested persons may identify their interest and capability to respond to the requirement specific to exercise of this option under FAR 52.217-8, "Option to Extend Services". The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this option exercise. A determination by the Government to exercise the aforementioned option clause and not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to exercise the option.
