--Range Operations and Airfield Base Operations Support Services Formal Notice of a Performance Decision for an A-76 Competition.

This announcement constitutes a notice of a Performance Decision and completion of a study conducted by the Directorate of Plans, Training, Mobilization and Security (DPTMS). The study period was August 11, 2006 (Public Announcement Date), through Fe bruary 1, 2008 (Certified Performance Decision Date), FBO Reference Number is USA-SNOTE-071213-006. This study has resulted in a Final Decision that the performance of the commercial functions and operations of the DPTMS should remain in-house (existing in cumbent Government organization). In accordance with this performance decision, the Contracting Officer has executed a Letter of Obligation with the official responsible for the performance of the DPTMS activity. The scope of this study included civil serv ice positions located at Fort Huachuca, Arizona. The purpose of the A-76 study was to determine the least costly and most efficient methods of operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Act ivities, which sets forth the general policy of the Government to achieve economy and enhance productivity. In accordance with the procedures as specified with OMB Circular A-76, revised May 2003. It is further noted that no party may contest any aspect of this competition.
