Z -- BASE SUPPLY FUNCTION (REQUEST FOR INFORMATION)

Solicitation number FA8101-05-R-0011 is expected to be released sometime between 21 Nov and 9 Dec 05. The solicitation will be posted in its entirety to Fed Biz Ops. The previous synopsis did not include the following information and is hereby amended to incorporate this information: All responsible sources may submit a bid, proposal, or quotation which shall be considered by the Agency. The solicitation/procurement data is approved for release ONLY to U.S. DoD contractors who are registered with the Department of Commerce Central Contractor Registration (CCR) site. This office is currently in the early acquisition planning process for the follow-on contract for the Base Supply Function contract. There are several issues that the Government is considering and the purpose of this Request for Information (RFI) is to get comments from industry. First: The Government believes that the NAICS code 561210, Facilities Support Services, adequately describes the scope of work to be performed. The last contract was SIC code 8744, Facilities Support Management Service, and FSC Z999 Miscellaneous. Second: The current contract was awarded through full and open competition procedures after a OMB Circular A-76 Cost Study and was not set-aside for small business. The Government would like to consider some kind of small business set-aside and is interested to see what small business respondents are seriously interested in this acquisition. Partnering and joint ventures are encouraged. Third: The Government would like to utilize a 10 year period of performance for the follow-on contract but is not sure that industry is able to have pricing information to account for costs during the latter years of the contract. The Government will consider some type of economic price adjustment if industry can support the rationale or other recommended length for the period of performance. The estimated value of the contract for the 10 year period would be $36M. The solicitation number will be FA8101-05-R-0011. There is no expected release date for the solicitation at this time. The Contracting Officer may post a draft Performance Work Statement for comment on FedBizOpps. The synopsis and formal Request For Proposal will be posted on FedBizOpps. The information gathered as a result from this Request For Information may be considered market research. It would be most helpful to provide your comments by COB 24 Mar 2005, however, comments to this RFI will be accepted until release of the formal RFP.
