R -- D-OMB Circular A-76: DoD Public-Private Competitions of the grounds maintenance & logistics functions performed at DoDEA Domestic Dependent Elementary & Secondary Schools (DDESS), Fort Knox, KY

In accordance with the procedures specified in the revised OMB Circular A-76, May 29, 2003, this notice represents the formal public announcement and official start date of two Streamlined Competitions, one being for the logistics functions and the other being grounds maintenance, performed at the eight DDESS locations at Fort Knox Army Base, Fort Knox, KY. The incumbent service providers are DoD civilians (39 full-time equivalents). The estimated contract cost will be based on market research. The agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and four option years. Prospective service providers are advised that a solicitation (1) will not be issued if the estimated cost of contract performance is greater than the cost of agency performance, and (2) may be issued if the estimated cost of agency performance is greater than the cost of contract performance. THIS IS NOT A SOLICITATION; THEREFORE PROPOSALS ARE NOT REQUESTED AT THIS TIME. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Raymond F.
