S -- D-OMB Circular A-76: DoD Public-Private Competition of the custodial activities performed by the DoD Education Activity (DoDEA), DDESS, Fort Rucker Army Base and Maxwell AFB, AL

In accordance with the procedures specified in the revised OMB Circular A-76, May 29, 2003, this notice represents the formal public announcement and official start date of a Streamlined Competition on the custodial, and facilities maintenance functions performed at the three DDESS locations at Fort Rucker Army Base, AL and Maxwell AFB, AL. The incumbent service providers are DoD civilians (12 full-time equivalents). The estimated contract cost will be based on market research. The agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and four option years. Prospective service providers are advised that a solicitation (1) will not be issued if the estimated cost of contract performance is greater than the cost of agency performance, and (2) may be issued if the estimated cost of agency performance is greater than the cost of contract performance. THIS IS NOT A SOLICITATION; THEREFORE PROPOSALS ARE NOT REQUESTED AT THIS TIME. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Raymond F.
