Acquisition and Program Support Services for the Office of Technical Services National Highway Institute

The purpose of this special notice is to notify potential vendors of the Federal Highway Administration's (FHWA) intent to solicit on a sole source basis for administrative and program support services for the Office of Technical Service in the National Highway Institute. The anticipated amount of this effort is $60,000. Due to a recent change in office structure, the acquisition and program support services for the Office of Technical Services (OTS) are being incorporated into one task order. To ensure that National Highway Institute (NHI), under OTS, does not have a break in service, and that all support services can start at the same time, the FHWA will solicit on a sole source basis for these services. In the interest of economy and efficiency, Global Executive Staffing is the only company that can provide the necessary services. If FHWA were to award to another contractor, FHWA would expend an unnecessary amount of time and funding to on-board and transition another contractor on this effort for a three-month period of time. Two separate transition periods for a short period of performance would be a waste of FHWA resources, where the Government would not realize the full benefit of the time and funding expended. Global Executive Staffing is the only contractor with staff that currently can perform the work and would not need any transition. If you believe your company can provide these services instead of sole sourcing this effort, please provide documentation of this ability to the contracting officer.
