The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Photon Physics Services, Inc (PPS), 15 Encanto Dr, Palos Verdes Peninsula, CA 90274-4214. This requirement is to provide onsite medical physics support, consisting of services from two (2) Therapeutic Medical Physicists (TMP) and one (1) Certified Medical Dosimetrist (CMD). The proposed period of performance will be from 3/30/2017 through 6/30/2017. Place of performance: VA Long Beach Healthcare System (600), Radiation Therapy Service, 5901 E. 7th St., Long Beach, CA 90822 The onsite medical physics support services will include, but not limited to the following: One (1) TMP at the Ph.D. level to serve as the senior TMP, One (1) TMP at the M.S. level, One (1) CMD, All personnel must be board certified and licensed by one of following: (1) American Board of Radiology (ABR), (2) American Board of Medical Physicists of Medical Physics (ABMP), (3) Canadian College of Physicists in Medicine (CCPM), and/or (4) Medical Dosimetrist Certification Board (MDCB), Provide medical physics support for facilities certified by American College of Radiology (ACR), Adhere to all the American College of Radiology Guidelines & Technical Standards for Radiation Oncology, Experience and expertise in the following procedures, equipment and/or software: Experience in performing QA procedures. Varian Linear Accelerators: IX and Trilogy with Brain Lab Accessories following standards of TG-142 Image Guided Radiation Therapy (IGRT) including Cone Beam CT (following standards of TG-142). Eclipse treatment planning system; and ARIA record & verify system, including the following treatment modalities: 2D/3D Conformal, SRS, SRT, SBRT, and IMRT/VMAT (following standards of TG-53) OIMRT QA: MapCheck I/II (or equivalent) Toshiba CT Simulator (or equivalent) and following standards of TG-66 Superficial X-ray Machine MapCheck and ArcCheck (or equivalent) This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.5, allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 3/28/2017. The North American Industry Classification System (NAICS) for this requirement is 561320, Temporary Help Services. The Small Business Administration size standard for this sector is $27.5 million.
