Q--636-15-1-1139-0002 Telehealth Staff RN Intent to sole source to Rozene Developmental International

This Notice of Intent is provided to advise that the Government intends to award the following Sole Source contractual action via contract for a Firm-Fixed-Price contract for 6 months, Contract Number VA263-15-Q-0114 with Rozene Development International. The purpose of this action is to Maintain Registered Nurse (RN) coverage for a 100 bed facility that is due to end 10/31/2014 so there will be no lapse in coverage. The current contract has reached its expiration date. The other services on the contract were hired out on a different services contract however the Period of Performance for the RN is due to lapse. With the credentialing process there will be lapse in coverage and some veterans will be put out of medical care until a replacement can be hired or contracted. This short term contract will allow for continuation of healthcare services for Omaha VA facilities. The Nursing service must continue because of its critical nature. This procurement will be made under Other Than Full and Open Competition as authorized by the Federal Acquisition Regulation, FAR 13.106-1(b); Only One Responsible Source permitting other than full and open competition. At this time, Rozene Developmental International is the incumbent and is credentialed for the Omaha VA Hospital facility and is the only known contractor that has the credentialed, experience, technical/knowledge and interconnection with our computers systems to continue to perform this critical mission for the short term that can start immediately with no lapse in coverage. A new long term contract is in the preliminary process of being procured. This increase is necessary to continue services in the short term and to allow enough time to hold a proper competition for the new requirement and to transition the workload to another contractor without disruptions (if applicable). This is a notice of intent of a sole source contract and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that VA should not pursue this sole source procurement with Rozene Developmental International, then they should submit information by 10:00 am EST on October 27, 2014 to [email protected]. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
