The Indian Health Service (IHS), Portland Area Office intends to award seven (7) firm fixed price purchase order for voice services. The voice services are for phones, security systems, faxes and also includes support services to address technical support issues to a single source, Lumen in pursuant to FAR subpart 13.106-1(b). Spokane Falls Blvd, Ste 302 ♦ Spokane, WA ♦ 99202 WARM SPRINGS DIABETES: 1142 Warm Springs Street ♦ Warm Springs, OR ♦ 97761 WARM SPRINGS: 1270 Kot-Num Road ♦ Warm Springs, OR ♦ 97761 WELLPINIT: 6203 Agency Loop Road ♦ Wellpinit, WA ♦ 99040 The IHS is transitioning to the Enterprise Infrastructure Solutions (EIS) Telecommunication contract for telecommunication services. Under EIS, GSA will no longer manage the voice accounts for IHS facilities so each facility needs to transfer account management to their facility. EIS is a requirement for GSA to fulfill its Congressional mandate to provide telecommunications services for the Federal Government. Each facility will be responsible for managing its voice accounts; therefore, each action will result as a micro and or the pre-entry threhold. This procedure is for the contracting process due diligence and compliance. Each service unit/program will perform paying invoices, submitting service charges, and requesting support assistance. This request does not include equipment, software, changes to existing services and does not require cabling changes or other physical changes. The existing facility phone system will not change. The Portland Area Indian Health Service complies with the Buy Indian Act as well. This rule supplements the Federal Acquisition Regulation (FAR). The only known source available that can complete the contract requirements is Lumen. The estimated period of performance is from July 15, 2022 to July 14, 2023. The NAICS code is 561421 and the small business size standard does not apply. There are no proposals being accepted from this response at this time.
