Protective Services Office (PSO) Support Services Extension 3

The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) intends to extend Contract NNA15BA92C with American Paragon Protective Services, LLC (APPS) on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, for up to a potential seven (7) months in order to provide continued mission-critical emergency services. The purpose of this contract is to provide uniformed security operations, infrastructure security, personnel security, international visit coordination, export control, visitor registration and access pass processing, employee badging, dispatch, and federal law enforcement training. The extension will extend the period of performance of the current contract, NNA15BA92C, for up to a period of seven (7) months, consisting of a four (4) month base period and three one (1) month option periods. The period of performance will be extended from March 1, 2023 through September 30, 2023, if all options are exercised. The extension will increase the current value of the contract. The current contractor, APPS, is considered the only contractor that can meet ARC’s needs given the short period of performance for the extension. Failure to extend the contract would result in disruption of critical emergency services support at ARC. The emergency services provided under the contract are required for the protection of the Government property, life and safety. This notice of intent is not a request for competitive proposals. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform this proposed procurement action in writing to the identified point of contract no later than 3:00 P.M. PST on February 15, 2023. Submitted capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement action on a competitive basis. A determination by the Government not to compete this proposed procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
