The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to sole-source award to Johnson Controls, 3601 Eisenhower Avenue, Suite 300, Alexandria, VA 22304-6456, firm-fixed-price contract, for a 1-year period. The contract is expected to be awarded under FAR 13.106-1(b). A Justification and Approval for Other Than Full and Open Competition will be prepared. The period of performance shall be 6/07/2023 6/06/2024. The contract will provide services and installing and updating Avigilon CCTV systems and Hirsch Access Controls which are under a warranty/maintenance contract at the Mountain Home James H. Quillen VA Medical Center located at the corner of Lamont and Veterans Way Dogwood Avenue Mountain Home, TN 37684. NAICS code: 561621 Electronic and Precision Equipment Repair and Maintenance. (SBA Size Standard 25 million). Johnson Controls has installed and currently installing and updating the Avigilon CCTV Systems and Hiresch Access Controls at James H. Quillen VAMC. The CCTV System being installed in the Parking Garage will be integrated with those systems and will be under the warranty and maintenance of those systems. Any other vendor who connects tampers or alters the existing systems would void the current warranty/maintenance contract. Also, Johnson Controls currently has a maintenance contract for onsite technicians weekly to troubleshoot and repair these systems. Voidability of said warranty cannot be permitted. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability that provides clear and convincing evidence that the current warranty provided by Johnson Controls for Avigilon CCTV systems and Hirsch Access Controls equipment will not be voided by having a contractor other than Johnson Controls conduct the above-referenced maintenance to respond to this requirement no later than March 10th, 2023, at 8:00 Central Time (CT). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
