The USDA Forest Service (USFS), Region-6 Acquisition, Contracting North Area, intends to award one (1) firm fixed-price IDIQ follow-on contract for mine remediation services as a sole source to Hart Crowser Inc. as the only responsible source pursuant to FAR subpart 6.302-1 and specifically pursuant to FAR 6.302-1(a)(2)(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304 (d)(1)(B) or 41 U.S.C. 3304 (b)(2).) The purpose of this acquisition is to provide for the continuation of A/E Services with Hart Crowser Inc. for engineering services, review, and oversight of technical documents and field activities for monitoring environmental site conditions, and evaluation of phase 1 for the cleanup of the Holden Mine Site. The contractor will also provide related services and prepare necessary documents supplementing the remedial work as required. Hart Crowser Inc. possesses supervisor technical knowledge of the site, can maintain movement forward to Phase 2 during the current critical stage of project, offers cost savings to the Government, and maintains knowledge of the continued litigation hold. As such, the need is a follow-on to that work. Success in effectively (cost and time) meeting the Government's current requirements hinge on the considerable investment and knowledge developed by Hart Crowser Inc. as part of their investigation into the needs and acceptable project pathways developed through the earlier contract. Specific tasks may include, but are not limited to the following: 1) Reviewing technical adequacy and administrative completeness of CERCLA and MTCA requirements, 2) providing feedback on technical documentation presented to the government (e.g. Remedial Designs, Risk Assessments, Groundwater Analysis, Work Plans, etc.), 3) Reviewing and interpreting scientific data obtained from monitoring locations and points of compliance, 4) Providing technical support on wetland assessment and restoration activities, 5) Assisting with scientific test and pilot studies on land contaminated with tailing piles, 6) Providing engineering observations of certain specialized construction activities, 7) Interpreting geotechnical and hydrologic site conditions post remedy construction, 8) Assessing revegetation conditions on tailing piles, 9) Reviewing effluent results (discharge monitoring reports) obtained from to the Holden Mine Water Treatment Plant, and 10) Providing field investigations and site characterization on certain areas. Hart Crowser Inc. is the only responsible source to effectively provide the necessary remediation services for this project due to their previously completed work, and the unique knowledge and expertise it possesses to successfully complete the current needs by building directly on that previously completed work. This contractor is uniquely qualified because of their technical and professional knowledge of this project. The performance period is from date of award in July 2019 through 09/30/2024.
