16--PARASIM v5 Parachute Simulator Systems for Emergency Egress Training and Components

This notice is being published in accordance with the Federal Acquisition Regulation part 5.101(a) (2) (ii) requiring the dissemination of information for proposed contract actions. The 167th Airlift Wing, Martinsburg, WV is posting a notice of intent to issue a sole-source contract to Systems Technology, Inc. 13766 S. Hawthorne Blvd., Hawthorne, CA 90250-8083 to purchase and install a PARASIM V5 Parachute Simulator System for Emergency Egress Training and Components and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) and prescribed by FAR 6.302-1(a) (2) (ii). The procurement is a sole source for the following reasons. Systems Technology is the only company who can supply these items for the 167th AW. The equipment being purchased is mission essential to teach basic canopy flight skills, for military aircrew emergency bailout or ejection training. This notice of intent is not a request for competitive proposals; however, the government shall consider all responses received by Friday 25 July 2014 by 1400 PM EST. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the government. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. The 167th Contracting Office will not be responsible for any cost incurred by interested parties in responding to this notice.
