Recovery - Advanced Vegetation Dynamics Development Tool (VDDT) Training - Intent to Sole Source

RECOVERY - THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT The NW EROC on behalf of the Forest Service (USFS), Pacific Northwest Laboratory intends to award on a sole source basis under the authority of 41 USC 253 (c)(1), a firm fixed price contract to ESSA Technologies LTD to provide AdvancedVegetation Dynamics Development Tool (VDDT) Training. ESSA is the only vendor that supplies VDDT and Path tool training. The VDDT model and Path tool are the modeling engines used in the ARRA integrated landscape fuel prioritization process. In addition, the Forest Service clients and others who would use the integrated landscape fuel prioritization work all use VDDT models for their landscape analyses. As required by FAR 5.207(c)(15)(ii), when using the sole source authority at FAR 6.302-1, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The resulting orders shall utilize funds provided by the American Recovery and Reinvestment Act (ARRA) of 2009. Inclusion of unique provisions required implementing the Act, including those for significant reporting and transparency requirements by the successful offeror will be required.
