The United States Special Operations Command (USSOCOM) intends to negotiate and award a sole source, firm fixed price contract with the University of Pennsylvania (Cage code: 7T1Z9) under the authority of FAR 13.106-1(b). The purpose of the award is to provide a limited number of USSOCOM personnel attendance at the Wharton School Leadership and Management Certification Course.
