This is a Notice of Intent to award a Sole Source contract to CUBIC Applications, Inc, 2280 Historic Decatur Rd., Suite 200, San Diego, CA 92106 (a)(2). The proposed contract action is intended to extend the existing USMC Marine Air Ground Task Force (MAGTF) Training Systems Support (MTSS) Contract, M67854-08-C-8003 by sole source award to the incumbent for a six (6) month period of performance with a value of $15,000,000. The statutory authority permitting use of other than full and open competition is 10 U. S. C. Section 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". CUBIC Applications, Inc, is the only source who can mobilize a workforce of almost 250 people with the required skill sets to maintain continuity of service. The extension contract will provide continuity of service and to allow multiple industry offerors the appropriate time for preparation, response, and mobilization for a competitive award process. Interested persons may identify their interest and capability to respond to the requirement. This Notice of Intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
