THIS IS A NOTICE OF INTENT TO SOLE SOURCE. NO SOLICITATION IS EXPECTED TO BE ISSUED FOR THIS PROCUREMENT. The purpose of this notice is to publish the intent of a sole source award to VitalSmarts, Provo, UT 84604 without providing for full and open competition for its registered, licensed, copyrighted "Crucial Conversation" participant kits. VitalSmarts is the only known source to capture ALL of the required components in its "Crucial Conversations" participant kits. FHFA intends to purchase 550 "Crucial Conversations" participant kits over the course of five years. 250 kits will be purchased within the first two years of award and an optional 300 kits through option periods of performance in the remaining three years. VitalSmarts "Crucial Conveersations" participant kit is the only known source to capture ALL of the following required components: - a guidebook to be used by participants in the classroom and also a helpful reference "back at the desk" because it contains models and job aids that can refresh and support newly learned crucial conversation skills - a packet of cue cards/"tip cards" which include the key topics of the course - a copy of the New York Times bestselling book, "Crucial Conversations: Tools for Talking When Stakes are High" (2nd Edition) - A Crucial Conversations Audio Companion which is filled with creative insights, humorous stories, and useful tips from the authors Each kit contains ALL of the above listed components; components are not sold separately. In completing the training using the Crucial Conversation participant kits, FHFA expects the participant kits to complement FHFA's professional training programs to executives, managers, and all other employees. The benefits to be derived from the course include: resolving disagreements; building acceptance and overcoming resistance; speaking persuasively, not abrasively; and fostering teamwork and better decision- making. The "Crucial Conversations" participant kits are required as part of "Crucial Conversations" training sessions. The "Crucial Conversations" program is based on more than 30 years of ongoing research, award-winning training solutions which have been taught to more than 2 million people. The program focuses on accountability, the potential root cause of misaligned or bad behavior, empowers others by working together to diagnose and determine solutions. The "Crucial Conversations" program improves relationships, individual, team, and organizational effectiveness and provides learning and development opportunities to improve understanding and demonstrated competency in the following behaviors: listening, conflict management, communication, roles and respect, relationships, performance, teamwork, and interdependence. The Crucial Conversations course has won the Training Product of the Year Award given by Human Resources Executive and is the preeminent course for teaching skills for creating alignment and agreement by fostering open dialogue around high-stakes, emotional, or risky topics. The Office of Personnel Management (OPM) has recommended Crucial Conversations as a best practice in their recently published OPM's Executive Development Best Practices Guide (December 17, 2012). Fortune 500 organizations around the world have turned to the award-winning Crucial Conversations training to improve bottom-line results like quality, efficiency, satisfaction, safety, etc. Any other sources capable of providing data that will satisfy the above required components are invited to demonstrate capability of performing all of the above required components by submitting capability statements and any other documents that demonstrate actual capability of providing ALL of these required conponents. Should any responses be received demonstrating full capability to satisfy the ALL the above requirements, no award will be made from this intent to sole source and a Request For Quote (RFQ) will be issued to the interested parties demonstrating requirements can actually be met at a competitive price.
