This requirement will involve the procurement of services to develop an operational analysis model that will enable quantitative analysis of approximately 70 technology concepts across a set of alternative future scenarios in order to produce a prioritized list of investments for a HQ USAF/CS-directed Blue Horizons study. Only one responsible source and no other supplies or services will satisfy agency requirements. Description of the supplies and services being acquired: AU/CSAT intends to procure services to develop an operational analysis model that will enable quantitative analysis of approximately 70 technology concepts across a set of alternative future scenarios in order to produce a prioritized list of investments for a HQ USAF/CS-directed Blue Horizons study. In addition to procuring services to develop the model, the proposed contract will leave the model as a residual product for future Air University use, and will provide training to Air University personnel on how to adapt the model for similar future studies. 2. Justification for Sole Source: The above mentioned study is parallel to, but updated from, the Air Force 2025 Study conducted in 1996. This paragraph explains the unique experience of the source requested, the source?s ownership of proprietary useful models, and the time criticality which prevents use of other contractors. a. The Air Force 2025 Study contained an operational analysis very similar to that being sought for the Blue Horizons Study. The principal model developer for that study was Dr. Greg Parnell. The initial development, testing, and application of the Air Force 2025 Operational Analysis Model was highly complex and involved approximately three man-years of work. As a model, it broke new ground in the academic field of operational analysis, and papers on the use of value-focused thinking, based on this study, were published in academic journals by Dr. Parnell. Last year, when the Military Operational Research Society (MORS) sought to publish a book covering the range of operations analysis, Dr. Parnell was sought as the author of the chapter on value-focused thinking, as he is considered the society?s, and thus the world?s, foremost expert on modeling of this kind. Greg Parnell has expertise that is uniquely suited to the creation of an update version of this model. b. Although the U.S. Air Force does own the rights to the Air Force 2025 model, to update this model will require use of newly developed software, some of which is the proprietary property of Dr. Greg Parnell and his group ?Innovative Decisions?. As the U.S. Air Force paid for the Air Force 2025 model, the Air Force owns rights to its use. However, as the science of operational analysis advanced over the past 12 years, there are updates to this model that are required. As Dr. Parnell has remained in the operational analysis field over this period, he has proprietary ownership of some of the model updates that are necessary to produce a scientifically valid and sound analysis. As such, using Dr. Parnell and Innovative Decisions will save valuable time and money to develop the updated model. c. Time is of the essence in the completion of this project, and Dr. Parnell and his associates (Innovative Decisions, Inc), are the only known group who can perform the task within the needed timeframe. The Blue Horizons project is designed to assist the Air Force Chief of Staff and his Strategic Planning Directorate with the upcoming Quadrennial Defense Review. The due date for the publication of the final report is August 2008. To meet this deadline, the initial phase of operations analysis must physically begin on or before 18 March 2008. To be ready to initiate this task in this short a time, a person or group with past experience in modeling of this type, and with the Air Force 2025 models, is absolutely essential. Dr. Greg Parnell and his group are the only known source where sufficient expertise to meet this deadline resides. 3. Justification that source is the only known source: Dr. Greg Parnell and his group ?Innovative Decisions, Inc.? is the only known source capable of satisfying this requirement. AU/CSAT made efforts to contact all other Air Force 2025 operations analysts using the Air Force 2025 Alumni roster, Google and other internet search engines, the Air Force Global Address List, and the DoD Global Address List. All attempts to locate others with prior Air Force 2025 modeling experience have proven unsuccessful. 4. Actions taken to preclude future sole source acquisitions: In order to minimize the likelihood of needing future sole source justification for operations analysis models of this type, the statement of work will require that the model used for the Blue Horizons project will be left with AU/CSAT and AU/CSAT will retain rights to future use.
