Description: The North Texas Veterans Health Care System, VISN 17, intends to negotiate a sole source procurement with Lax Sebenius LLC. This proposed contract action is for a 2-Day Negotiation Class, which will apply a unique model of negotiation by the application of game theory and the "Breakthrough Negotiation" component created by Lax Sebenius LLC. The application of game theory and the Breakthrough Negotiation components of this training, are the intellectual property of Lax Sebenuis, and will be taught by the Lax Sebenius LLC's identified expert. The Government intends to accomplish this by utilizing commercial item procedures in accordance with the Federal Acquisition Regulation Part 12 and in accordance with FAR 6.302-1, of other than full and open competition. NAICS code is 611430, with the small business size standard as being $6.5 million. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. The VA believes that Lax Sebenius LLC, is the only company that can provide these services, utilizing the previously mentioned negotiation models. However, any firm that believes it can meet all requirements may give written notification to the Contracting Officer by March 3, 2008. Responses that are received will be evaluated, however; a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, VANTHCS will proceed with the sole source procurement with Lax Sebenius LLC, for the above services.
