The U.S. Army Engineering and Support Center, Huntsville, intends to award a contract to Dr. Michael Duncan, a small business, as a Sole Source Award, for one course in Slope Stability. It is anticipated that a Firm Fixed Price award executed in ac cordance with Federal Acquisition Regulation, FAR 13.5 and FAR 12 shall be issued. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Proposed instructors shall meet the education and experience requirements shown below. This notice is not a request for competitive proposals. However, all proposals received not later than 2:00 p.m. Central Day light Time, April 29, 2005, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. The requirement is to provide a training course in Slope Stability. This course is intended for design engineers, technical specialists and independent technical reviewers involved in all aspects of slope stability. The course covers current information and analysis procedures conta ined in the Corps Engineers newly updated Engineering Manual 11102-1902, published in 2003. The lecture covers the basic principals and methods of slope stability analysis including shear strength and the old Corps of Engineers Duncan-Wright procedures fo r rapid drawdown. The following topics will be covered. Review of soil shear conditions and design criteria. Computational methods, including slope stability charts and computer programs. Special Analysis procedures for sudden drawdown. Both hand and co mputer calculations will be used to illustrate the various analysis procedures for selected problems. This course is for both inexperienced and experienced engineers. The course uses criteria in EM 1110-2-901, supplemented by field experience. Course Date and Location: June 20-24, 2004, at Huntsville, Alabama. The following cou rse materials will be developed. Schedule of Instruction, Instructor Lesson Plans, Tests for Measurement of Student Achievement, Course Manual with supportive reference materials, and visual aids. Offeror must provide a team of two (2) instructors who ha ve experience in developing, administering and instructing short courses of instruction and who are qualified by education and experience in the professional disciplines to which the subject matter relates. A copy of resumes depicting education and experi ence in the subject matter shall be provided to the government for review. One instructor should possess an advanced degree from an accredited college or university with major areas of emphasis, which directly relates to one or more of the course topics s et forth in paragraph one. The other instructor should possess a minimum of an earned bachelor's degree from an accredited college or university with a major area of emphasis that directly relates to one or more of course topics set forth in paragraph 1. A copy of diploma or transcripts shall be provided if requested later by the government. Each instructor should have experience working with the disciplines described above in the course description, either in research and/or in a professional work setting . Each instructor should have at least one course session per year for three of the past five years teaching and/or assisting in conducting short courses or seminars related to the course topics. A short course is classified as 16 - 40 hours in length. Each instructor should have developed instructor teaching and student materials for at least one course or seminar per year for three of the past five years.
