Career Technical Training and Placement Services in Basic and Advanced Automotive Technology for the Job Corps Program

The U.S. Department of Labor intends to award a sole source contract to UAW, 11010 Artesia Blvd, Suite 100 Cerritos, CA 90703. The statutory authority permitting acquisition of this requirement by other than full and open competition is 41 U.S.C253(c) (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to provide basic Career Technical Training and Placement Services in Basic and Advanced Automotive Technology for the Job Corps Program. Job Corps is a national training program that provides comprehensive academic, residential and career technical training services to more than 60,000 disadvantaged youth each year at 125 Job Corps Centers nationwide. The requirement is as follows: 1. The operation of basic and/or advanced automotive-related training programs, at five sites nationally, in accordance with policy and requirements stipulated by the National Office of Job Corps, U.S. Department of Labor. The training program will cover the following key career technical training areas: • Safety • Tools and Machinery • Trade math • Measurement • Blueprint identification • Customer Service • Automotive Parts • Damage Estimating • Environmental Awareness and Green Principles • Basic Automotive Technician • Advanced Automotive Technician • Basic Collision Technician • Electronic Systems • Mechanical and Electrical Components • Diesel Engines • Hydraulics • Engine Performance and Repair • Structural Analysis and Damage Repair • Non-Structural Analysis and Damage Repair • Brakes • Suspension and Steering • Manual Drive Train and Axles • Preventive Maintenance • HVAC • Painting and Refinishing • Medium and Heavy Truck Technician • Hybrids 2. Career-Technical Training (CTT) at specified Job Corps Centers using Training Achievement Records (TARs) and supporting curricular materials developed by the chosen training provider and approved by the National Office of Job Corps. 3. The placement of graduates into registered apprenticeship programs or entry-level jobs with career-advancement potential in the construction industry 4. Active and graduating students will be provided with career-transition services that lead to quality job placements. The career-transition services include, but are not limited to, assisting students with job interviews, housing, childcare, and transportation to work sites. There are no set aside restrictions for this requirement. The procurement will be classified under the North American Industry Classification System (NAICS) 611513. This is a Notice of Intent and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Parties interested in responding to this notice are invited to submit a capability statement including costs by 2:00 pm EST, August 3, 2012.
