Solicitation/Notice Number: DTPH5614SN000004 Posted Date: January 29, 2014 Primary Product/Service Code: U009 – Education/Training General NAICS: 611519 – Fire fighter training schools Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) intends to contract with the City of Athens Gas Department, on a Sole Source basis for assisting in and providing facilities for training courses. Leak City is a training facility owned and run by the Athens Gas Department that includes a small-scale city covering 2.5 acres that serves as a training facility for natural gas operators. The facility includes simulated homes, streets, and natural gas pipelines. The facility also provides access to leak detection equipment and fire safety equipment. The training facility is unique. No other training facilities have been identified that are capable of providing the simulated environment possible at Leak City. This training facility is widely used by industry, state, and federal inspectors. This award will be made using Simplified Acquisition Procedures in accordance with FAR Part 13. Please note that this is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this action is solely within the discretion of the Government.
