Notice of Intent to Sole Source The Federal Railroad Administration (FRA) hereby submits a notice of intent to award a sole source firm fixed price purchase order to the Oklahoma State University (OSU) Precision Driving Center to provide Driver Safety Training Services for FRA safety inspector force personnel for up to eighty (80) FRA employees. This sole source award is made, pursuant to 41 U.S.C. 3304(a) (1), FAR 6.302-l (b)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The value of this contract is anticipated to be $15,840. The NAICS code for this procurement is 611692 - Automobile Driving Schools. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. This safety training is part of recurrent training held in Oklahoma City by FRA’s Technical Training & Standards Division (TTSD). The OSU Precision Driver Training Center (PDTC) specializes in unique driver training courses that go beyond the classroom to include hands-on driving experience on a private, secure driving track that includes a large skills pad, a highway response course, and the only publicly accessible SkidSUV in Southwest driving safety. PDTC utilizes existing Oklahoma State University programs and experiences while partnering with private and public entities in furthering knowledge and expertise in vehicle safety. PDTC is also within 15 miles of the location of TTSD’s training. This notice is NOT a request for proposals or quotations. No solicitation documentation exists nor will a solicitation be issued, and no telephone inquiries will be accepted. No contract award will be made on the basis of proposals or quotations received in response to this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to pay for any information provided under this notice. If any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Interested parties with the capability of meeting the proposed requirements are requested to provide supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below no later than 1:00 p.m. EST, Tuesday, September 5, 2022. Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis.
