Description
NOTICE OF INTENT TO AWARD SOLE SOURCE The Defense Health Agency (DHA) Contracting Office - Falls Church (CO-FC) intends to award a sole-source contract to The Clinical and Laboratory Standards Institute (CLSI) for five (5) years of service. CLSI shall provide and maintain an electronic clinical laboratory standards membership program and published standards and guidelines committed to improving the quality of health care testing by creating consensus standards and guidelines. Federal Regulation, 42 CFR Part 493, provides the minimal criteria that all laboratories need to meet accreditation standards. CLSI develops and releases these standards and guidelines ensuring all Department of Defense (DoD) Laboratories provide and maintain quality patient care. These standards and guidelines shall include: Clinical Chemistry and Toxicology; Hematology; Immunology; Microbiology; Molecular Methods; Point of Care Testing; Quality Systems and Laboratory Practices; and Automation and Informatics. CLIS will ensure all DoD laboratories have electronic access to all new laboratory standards published throughout the year, and DoD laboratory personnel will participate in the standards development process. Contractors not solicited under this requirement may submit a capability statement for future consideration. However, the Government still intends to award "Sole Source" under the procedures at FAR 13.106-1(b)(1) Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.
