Notice of Intent for a Sole Source Award The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 13.106-1(b)(2). FAR 13.5 Test Program: The authority for applying the Commercial Test Program of FAR 13.5 is Section 4202 of the Clinger-Cohen Act of 1996 and is utilized for restricting competition on this procurement. Pursuant to the authority, Network Contracting Office 23 intends to solicit and negotiate with only one source, Volunteers of America, Dakotas for Health Care for Homeless Veterans (HCHV) Program Services to support the Sioux Falls VA Health Care System. The Government intends to award a firm fixed-price contract for the services. The North American Industry Classification System (NAICS) code for this procurement is 624221 - Temporary Shelters. This procurement is unrestricted, allowing both large and small business participation. This is neither a solicitation for proposals/quotes nor an invitation for bids. Furthermore, it does not represent a commitment by the Government to pay for costs incurred in preparation and submission of data or any other costs incurred in response to this announcement. A solicitation will not be issued; however, any firm that believes it can meet the requirements may provide written notification to the Contracting Officer no later than March 27 2015 at 1:00 PM CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
