The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Stephen Thompson is considered the only source who can provide sexual assault prevention training to Navy Operational Fleet Commanders in Bahrain from 5-7 March 2012. Service is a logical follow-on, approved training for consistency across the Department of Navy. Steve Thompson wrote, directed, and produced the program and DVD “No Zebras, No Excuses, Addressing the Bystander Mentality.� He has already trained Sailors, Marines, Commanders, and enlisted leadership on his “No Zebras� approach. Sexual assault prevention training must remain consistent throughout the Navy. His “Zebra� video will be used by the Department in its approach to sexual assault prevention.
