The Regional Contracting Office Hawaii at Marine Corps Base Hawaii (MCBH) intends to award a sole source bridge contract to NANA Services, LLC for Food Service Support at Marine Corps Base Hawaii (MCBH) Mess Halls. The purpose of this action is to provide continuity of support to the MCBH Mess Halls while the protest issues are resolved. This contract will be the fourth contract to bridge the gap between the existing (bridge) contract soon to expire, and a new competitively awarded follow-on contract which has been delayed due to several GAO protests. The period of performance for this requirement is 1 month from 1 June 2012 to 30 June 2012. There will be three one-month options to extend the services for the periods of 1 July 2012 through 30 September 2012. It is not in the best interest of the Government to compete this short-term requirement. The solicitation preparation and evaluation would result in a duplication of effort and incidental costs on the part of Government personnel. This Notice of Intent is not a request for Expressions of Interest (EOI), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will consider all EOIs received prior to 18 May 2012 before 1600 Hawaii Standard Time on that date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
