Notice of Intent to Award Sole Source - DOL Oversized Parking for Mine Emergency Vehicles

This award shall be for seven oversized parking spots with the Kentucky Community and Technical College System for the U.S Department of Labor/Mine Safety and Health Administration’s Mine Emergency Operations. The parking spaces shall meet the specifications below: 1. The location of these parking spots must be in the Madisonville, KY area so as to have a close proximity to the MSHA Madisonville Office for logistical and training purposes. The location must be within 10 miles of the MSHA Madisonville Office at 100 YMCA Drive, Madisonville, KY 2. Each parking spot must be at least 600 ft2 in surface area with minimum width dimensions of 10 ft and a minimum depth dimension of 45 ft 3. Each parking spot must be inside a heated building to protect the vehicles from outside weather conditions 4. Each parking spot must have at least two 220-V 50 amp service outlets 5. Access to the parking locations should be through closable doors that will allow for vehicles up to 13 ft tall 6. The parking spots must have access to sanitary facilities 7. The parking spots must allow for MSHA to install access lines so that each parking spot has access to the MSHA computer network 8. The parking spots must have access to space outside the garage so MSHA personnel can periodically deploy the satellite truck for satellite testing 9. The parking spots must be able to support vehicles weighing 33,000 lbs each 10. The parking spots must allow for daily access by MSHA employees to perform maintenance and operate the vehicles 11. The parking spots must be secure and not generally available to the general public The facility the Kentucky Community Technical College System provides MSHA is configured specifically for MSHA’s needs. This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures FAR 13.106-1(b)(1)(i) – soliciting from a single source. The U.S. Department of Labor, Office of the Senior Procurement Executive (OSPE), Mine Safety and Health Administration (MSHA), Office of the Assistant Secretary intends to award a sole source contract to: Kentucky Community and Technical College System 2000 College Dr, Madisonville, KY 42431 Department of Labor, OSPE intends to award this requirement under the authority of FAR 13.106-1(b), as only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated award is expected to be made on or around July 31, 2021, in accordance with FAR Part 13 procedures. Responses shall be emailed to [email protected] no later than July 23, 2021, 09:00 A.M.
