Pursuant to FAR 13.106-1(b), the Department of Commerce, International Trade Administration (ITA), Office of Trade and Economic Analysis (OTEA) intends to issue a sole source purchase order to Wisconsin National Data Consortium (WiNDC) for membership with WiNDC in order to gain access to open source multisectoral economic datasets for US states and counties that are created by open source computer programs and can be run on NEOS. The datasets will be provided together with canonical general equilibrium models which can provide the starting point for quantitative policy analysis needed by OTEA. WiNDC improves the quality of quantitative analysis of U.S. economic issues within an economy-wide framework by facilitating the coordination and implementation of an open source build stream of U.S. data that can be modified by users, with connections to international data sets such as that produced by the Global Trade Analysis Project (GTAP). OTEA currently employs the GTAP computable general equilibrium model and the associated GTAP database in a variety of its analytical projects. The linking of the WiNDC regional model with GTAP will enable OTEA to seamlessly translate results from international applications to sub-national impacts in the U.S. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
