Notice of Intent to award: Construction Owners of America Association Corporate Owners Membership

This is a notice of intent for a sole source award and is not a request for proposals or quotes. The General Services Administration, Public Buildings Service (GSA/PBS) utilizing Simplified Acquisition Procedures (FAR Part 13), to make a sole source award to Construction Owners Association of America (COAA), a national organization of public and private owners, who manage facilities development and capital improvement projects is to provide COAA Corporate Owners Membership to GSA employees. The membership award is for one base year, and two - one year option. The General Services Administration, Public Buildings Service (GSA/PBS) Office of Design and Construction, intends to make a sole-source award to (COAA) under the authority of FAR 6.302-1, Only one responsible source, and no other supplies or services will satisfy agency requirements. GSA/PBS is seeking to encourage GSA associates to provide facility owner leadership and continuous improvement in the planning, design and construction process through education, collaboration, and information exchange. COAA membership provides GSA the opportunity to identify and elevate emerging issues and inform the direction of GSA’s technical guidance and educational materials. The proposed contract is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The NAICS code is 813920 – Professional Organizations. Interested parties may identify their interest and respond with their capability statements to this requirement. This notice is not a request for proposals/quotes; however, the Government will consider all responses received by 3:00 PM ET, Friday, March 4, 2022 . A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely to determine whether to conduct a competitive procurement.
