Dam Safety Interest Group (DSIG) Annual Membership with Centre Energy Advancement through Technological Innovation (CEATI)

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to procure a sole source, Firm-Fixed-Price (FFP) purchase order for the Dam Safety Interest Group (DSIG) Annual Membership with Centre Energy Advancement through Technological Innovation (CEATI), 1010 Sherbrooke St. West, Suite 2500, Montréal, Québec, Canada H3A 2R7, DUNS # 200597586. The purchase order is anticipated to be one (1) base year and four (4) twelve (12) month option periods. This proposed purchase order will leverage the DSIG information library and services to generate publications, research topics and participate in research activity with DSIG. In addition, FEMA’s National Dam Safety Programs engineering staff will participate in various ongoing dam safety projects that directly support the program goals and objective in accordance with federal statute (33 U.S.C. § 467). Membership to CEATI will also improve efficiencies across organizations by improving access to pertinent information by stakeholders. This requirement falls under NAICS 813920, Professional Organizations. The proposed purchase order is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 and 41 United States Code 3304(a)(1), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS REQUIREMENT. This notice of intent is not a request for competitive proposals. Interested, responsible sources may submit information about their capability to perform this requirement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
