This is a Special Notice advising interested parties that the United States Agency for International Development (USAID) is seeking comments on the attached draft Statement of Objectives (SOO) for a prospective activity to strengthen key governance institutions in order to improve the delivery of health, education, economic growth, and other government services at the community level and to strengthen the social contract between citizens and government. No award will be made based on this notice. No reimbursement will be made for any costs associated with responding to this Special Notice or any follow-up requests nor is USAID obligated to issue any subsequent solicitation or award based upon it.
