The Government intends to award a sole source contract to the University of Maryland Baltimore County for development of statistical background/clutter models for standoff (concrete, asphalt, gravel, and sand) surfaces for the Raman Spectrographic data collected from the Joint Contaminated Surface Detector (JCSD).The government intends to to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement. This Notice of Intent/Special Notice is not a request for competitive bids. However, the government will consider all responses recieved by 1400 local time 28 August 2008. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
