SPECIAL NOTE: The purpose of this notice is to remedy veiwing priviledges established within the Federal Business Opportunity web-site. This new reference number coincides with the previous solicitation number of M-OP-03-848. The purpose of this Time and Material/Cost Reimbursement hybrid contract is to acquire, select, process, provide access to, and disseminate USAID-funded and -generated development information in the Agency’s strategic program areas. This information is used by Agency staff and their development partners to support their experiential and technical information needs for improved development leadership, strategic planning and budgeting, development assistance program reporting, development activity design, performance monitoring, evaluation, and informed decision-making by senior managers in USAID as a learning organization. The contract includes operation of the USAID Development Experience Clearinghouse which is staffed by project director, technical operations manager, development communication specialist, catalogers, data analyst, document analyst, research assistant, writer/editor, web development specialist, database/applications development specialist, computer/telecommunications specialist, dissemination technician, records management specialist staff. All positions are full time with one exception, one part-time intern. The contract manages a large number of integrated, online databases, Intranet and Internet web-sites, CD-ROMs and listservs which provide access to USAID development assistance initiative, program, activity, experiential, performance, results, budget, bibliographic, records management, inventory, mailing list and thesaurus data, information and associated electronic, microfiche and paper copy documents. This information is obtained and made accessible by the contractor through a set of developed and maintained online, desktop, Internet, Intranet and Extranet-accessible, end-user research, analysis databases, web-sites, community portals and reporting tools. The contract manages and operates a set of complex, multi-server, local area networks integrated with multi-site, wide area network Internet telecommunications. The contract also provides regional publication distribution, technical assistance, Agency directives CD-ROM and records management processing for AID/Washington Bureaus. All contract staff are located in an off-site facility with the exception of one on-site data analyst located in the Ronald Reagan Building, Washington, D.C. The Request for Proposals (RFP) is projected to be issued April 14, 2003. USAID will not entertain questions until after the RFP is issued. It is the responsibility of the party downloading the RFP to ensure that it has been received in its entirety, and USAID bears no responsibility for data errors resulting from the transmission or conversion process. When the RFP is issued, any amendments thereof will be posted on the Internet, and interested parties should check the web-site regularly. The publication of this notice or the RFP does not obligate the U.S. Government to make an award.
