This is a synopsis for commercial services preformed in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Contractor will be required to support a Nutrition Center/Beverage Bar and specialty clothing and equipment (aerobic wear, workout clothing, body building gear, belts, straps, wraps, etc) concession within the Scott AFB Illinois Fitness Center. Services shall be provided as required per the Request for Proposal. The resultant contract will be a concessionaire contract. No appropriated funds of the government shall become due or paid to the contractor by reason of the resultant contract. This requirement is restricted and has been set-aside for 100% small business participation. There will be no public bid opening. Award will be made based on the “Best Value” to the government in accordance with FAR Parts 12 and 15. The associated North American Industry Classification System (NAICS) code is 722213 and the business size standard is $5,000,000. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2001-22. The solicitation will issue on or about 5 May 2004, which can be accessed at http://www.eps.gov. The offeror is responsible for monitoring this site for the release of the changes to the solicitation and any subsequent addendums. Paper copies of the solicitation are not available. The only methods for receipt of proposals shall be in written form that complies with the guidelines contained in the solicitation. Contract award cannot be made to any contractor who is not enrolled in the Department of Defense (DOD) Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov.
