R -- ice of intent to negotiate a sole source contract with Two Crow Environmental Consultants

Notice of intent to negotiate a sole source contract with TwoCrow Environmental Consultants for the Pacific Marine environmental Lab (PMEL). Purpose of proposed acquisition is to continue coordination of synthesis of results in the southeastern Bering Sea and present results throughout the scientific community. Dr. James Schumacher of Two Crow Environmental Consultants is an internationaly recognized expert in field of fisheries oceanography with emphasis on impacts of climate change throughout the ecosystem of the Bering Sea. Dr. Schumacher has acquired detailed knowledge of the Bering Sea and Gulf of Alaska ecosystem during the past three decades. For the ongoing success of the Fisheries Oceanography Coordinated Investigation Program (FOCI) it is essential that Dr. Schumacher continue his scientific input to those tasks.
