R -- Notice of intent to negotiate a sole source contract with Skagit System Cooperative

Notice of intent to negotiate a sole source contract with Skagit System Cooperative (SKC) for the National Marine Fisheries Service (NMFS). Purpose of proposed action is to negotiate a sole source contract with SKC for the NMFS. Purpose of proposed action is to maintain an exploi8tation rate indicator stock to represent Skagit River fall chinook and allow the impact of fisheries on this stock to be documented to promote improved management. The SKC is a consortium of three Native American Indian tribes who are involved in the salmon stocks and fisheries in the Skagit River. The SKC conducts research, promotes habitat protection and restoration and is involved in salmon enhancement in the Skagit River drainage. SKC has worked on salmon stocks of the Skagit River for nineteen years and no other source is capable of performing proposed contract. This is a simplified acquisition with an estimated value of less than $100,000.
