The Marine Corps Systems Command (MCSC) intends to negotiate and award additional effort to an existing sole-source Contract Number M67854-03-D-2011 with Carlisle Research Incorporated (CRI), Van Nuys, California for non-personal services for upgrade of the AN/TYQ-23(V)4 software system laboratory located at Northrop Grumman Electronic Systems (NGES) in Woodland Hills, California. The AN/TYQ-23(V)4 is a transportable, modularized, automated command and control element that provides automatic acquisition, identification, and tracking of all aircraft, Air Breathing Targets (ABT) and Theater Ballistic Missiles (TBM) and directs air defense for its area of responsibility. NGES builds and maintains the TAOM system hardware and CRI builds and maintains the TAOM system software. Under Contract M67854-00-C-2108 with CRI, MCSC built unique system engineering development and test capabilities that need to be duplicated at the system test facility at NGES. These capabilities include a Rehosted In-Plant Simulator (RIPS) workstation; a rehosted Multi-Link Simulation Exerciser (MLSE); a Rehosted IPS Digital Communication Unit (RIDCU); and a New Radar Simulation Unit (NRSU). CRI is the only known source for meeting this requirement. No RFP is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying the requirement. No telephonic requests will be accepted. All communications shall be in writing to the Contracting Officer. Proprietary information shall be clearly identified as such and will be protected. Numbered note 22 applies.
