The National Oceanic and Atmospheric Administration, Forecast Systems Laboratory (FSL), proposes to negotiate on a sole source basis with F. James Holitza, former FSL Deputy Director,for part-time temporary services (NTE 522 hours from award through September 30, 2004) to finish certain ongoing projects for which his participation remains critical for mission success, and to pass along to staff unique knowledge that would otherwise be lost to FSL. *** Tasks to be completed include: (1) Technology transfer and collaborative research projects to other NOAA and non-NOAA organizations; (2) preparation for follow-on enhancements to FSL supercomputer which supports weather forecasting operations and research; (3) assistance with completion of Congressional and DOC mandated reports and technical documents currently in progress; (4) technical assistance regarding research support activities conducted under current IT contracts; (5) transfer of unique knowledge to new Assistant Director and Executive Officer of FSL; (6) assistance with in-progress documentation supporting the science and technology projects in FSL (e.g. the Meteorological Assimilation Data Ingest System). *** This acquisition is being conducted under the small purchase authority of FAR Part 13.1 (NTE $100K).
