15 -- Wind Supported Aerial Delivery System (WSADS)

The United States Special Operations Command (USSOCOM) Special Operations Acquisition and Logistics Center, Directorate of Procurement intends to award sole source production contract to Mist Mobility Integrated Systems Technology Inc. (MMIST), Unit 21, 190 Colonnade Road, South, Nepean, Ontario, Canada, K2E-7J5, in accordance with FAR 6.302-1; (10 U.S.C. 2304 (c)(1)), (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements) for the acquisition of Leaflet Delivery System (LDS), Wind Supported Air Delivery System (WSADS) Variant materiel and services. This production contract is follow-on to the Foreign Comparative Testing Developmental Contract awarded in August 2000, and Low Rate Initial Production which began in December 2003. MMIST is the OEM responsible for developing and producing the material hardware and software solutions and is the sole patent and license holder for WSADS. It is USSOCOM’s intent to award a sole source, Indefinite Delivery, Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) production contract to MMIST to produce WSADS Operational Sets, provide New Equipment Training (NET), and supply Contractor Logistics Support (CLS). The contract will be structured to provide an ordering period of 5 years to purchase operational sets and contractor logistics support for a period of nine years.
