The Marine Corps Systems Command, on behalf of the Marine Corps Warfighting Laboratory, intends to award a Sole Source contract to FATS Inc. for the following items: 1) One Indirect Forward Air Controller Trainer; 2) One Indirect Forward Air Controller Trainer (IFACT) Software Package; 3) One Laptop Classroom Training Kit; 4) Two Binoculars with scaled reticle patterns to 20’; 5) One Helmet Mounted Display (HMD) System (includes the HMD, Tracker, RS322 USB Adapter, Case, Image generator, Cables and Joystick); 6) Development Software for HMD Interface for laptop Indirect Forward Air Controller Trainer; and 7) Installation Support Personnel. The rationale for other than full and open competition is that the Marine Corps Warfighting Laboratory is currently working with Fire Arms Training Systems Inc. on initiatives of simulation, namely the Indirect Fire Forward Air Controller Trainer and currently in need of another Labtop Trainer with development software for the HMD ! capable of interfacing both the new IFACT system and the previously procured IFACT system. Twelve months of experimentation has been conducted utilizing the Indirect Forward Air Controller Trainer and the need to acquire an additional system and a Helmet Mounted Display System with software capable of interfacting with Laptop Trainer. In order to continue expermentation using the laptop trainer, software capable of interfacing with the existing trainer is required in March 2006, in order to continue the next upcoming experimentation scheduled for April 2006. Interested contractors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within! the discretion of the Government.
