The Federal Housing Finance Agency (FHFA) intends to award a sole source contract for a base period of twelve (12) months from date of award and two (2) six-month options under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor is NTT America, Inc., 101 Park Avenue 41 ST FL, New York, NY 10178-4199. NTT America will provide data center co-location space and services for FHFA's alternate operation hardware. Specifically, it includes cage space and necessary auxiliary data center physical facilities such as power, connectivity, Computer Room Air Conditioning (CRAC), and other amenities that will support a co-location of Government-owned equipment in a contractor's data center facility. The alternate data center shall meet or exceed Tier III data center infrastructure services as identified by the Uptime Institute, and based on management's assessment of agency needs, it must be located outside the Capital Beltway but within 35 miles of 1700 G Street, Washington, DC for routine maintenance and activity. Raised floor computer space requirements are initially expected to be approximately 180-256 square feet. The data center shall have plans to mitigate regional environmental risks based on physical location. The Contractor shall provide dedicated loading dock facilities and sheltered areas for equipment staging within the secured perimeter of all sites. Data Center Infrastructure Security The Contractor shall provide data center services according to the following facility security requirements: • Physical - secure perimeter, controlled access (cards), mantrap, biometric cage access, cameras, and segmented cage • Onsite guards 24x7x365 • Perimeter video surveillance with a minimum of ninety (90) days archive retention • Data centers must currently hold an active Federal Information Security Management Act (FISMA) Certification and Accreditation (C&A) at the "Moderate" level as defined by the National Institute of Standards and Technology (NIST) Special Publication 800-37, Guide for the Security Certification and Accreditation of Federal Information Systems, and provide appropriate supporting documentation as required. • Management controls, security, and data center configurations and services shall be audit independently on an annual basis (Statement on Auditing Standards (SAS) 70 Type II certified data center is acceptable). Environmental The contractor shall provide data center services according to the following facility environmental requirements: • Maintain operating temperatures of 74-78 degrees Fahrenheit and maintain humidity levels between 30-60% relative humidity. • Support FHFA in achieving long-term federal Government "Green" initiatives, such as clean energy (http://www.epa.gov/cleanenergy/) • Provide separately secured space (i.e. cage space). The FHFA is estimating approximately 180-256 square feet. Power The contractor shall provide high availability power capabilities and provide data center services according to the following facility power requirements: • Capability of onsite power generation supporting a full facility load for at least seventy-two (72) hours. • There shall be no single point of failure in the data center power distribution to the FHFA provided co-location space (cage). • Data center provided Uninterrupted Power Supply (UPS) capable of supporting intermittent facility power outages and bridge to onsite power generation. • Provide 20 and 30 AMP (single phase and triple phase) power at 120 and 208 volts. Reference Appendix B for per rack power distribution requirements. Telecommunications The Contractor shall provide high availability telecommunications capabilities and provide data center services according to the following facility telecommunications requirements: • Multiple internet service provider (ISP) vendor support • Data center facility must have an active Verizon TLS (Gigabit) DC Metropolitan Area Network connection at award General Facility Space The Contractor shall provide documentation for the following general facility items: • Location of power (i.e. below raised floor [if used], behind or overhead equipment, or some combination of these options) • Type of Cable Management - overhead cable trays, floor cable troughs, or a combination of both o Hardwired from cable tray or conduit, or receptacles located in cable tray, or on appropriate sized junction box at the end of flexible conduit • Size of cage door(s). FHFA requires doors with a minimum width of four (4) foot in order to get equipment in and out • Support maximum weight of 2700 lbs. equipment (fully loaded EMC VMAX system) to move into space (lbs/ ft2) Monitoring and Management Controls The Contractor shall provide data center services according to the following facility monitoring and management control requirements: • The facilities shall provide onsite qualified engineers for "remote hands" (24x7x365) for physical access to FHFA equipment, eg. power cycling equipment, remove/insert CD or other media, report on status of equipment (warning lights & status light), report on physical state of equipment, etc... when authorized by the FHFA. • Provide the Government with a client management portal solution to remotely manage and monitor data center services. • Independently assessed control review by third party (example: SAS 70 Type II) FHFA currently uses two (2) separate contractor-located SAS-70 certified datacenter cages at NTT America's site to support hosting Agency datacenter requirements and this contract will allow for the continuation of the lease space. This action will result in a Firm-Fixed Price contract. The applicable NAICS is 517110, Wired Telecommunications Carriers, with a small business size standard of 1,500 employees.
