Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 11 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the following services listed below. The associated NAICS code for this is 334614. The vendor will be Nuance Communications, 1 Wayside Rd, Burlington, MA 01803. Description of services: Powerscribe Service/Flex Contract Vendor supports the voice recognition dictation system (VR) that is integrated with the Radiology image display system (Philips Isite PACS). The VR system uses proprietary technology to convert voice audio files into a written dictation. Once the dictation is confirmed by the Radiologist, the report is returned to the VR server and routed via HL7 messaging into the VA VISTA system (current process). 1. Vendor will provide remote technical support on a 24 X 7 X 365 basis. Remote support will be used to assess and correct system hardware /software failures, provide system enhancements, load additional VR licenses, support on-site technical personnel or dispatch local service engineers. 2. All calls for support will be placed by VA Radiology PACS/VR Team. 3. Arrival for on-site support should occur within 2 hours unless the PACS/VR team is consulted and a later time is established (to be determined at time of request). 4. On-site service personnel will be asked to provide identification prior to being granted access to the hardware. A PACS/VR team member will accompany the employee at all times, while on-site. 5. Vendor personnel are required to undergo VA OI&T security requirements to ensure the necessary level of support to VR systems. (Numerous staff have already completed in prior years) 6. If hardware is replaced, it will remain property of the VA, to be destroyed in accordance with VA policy. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
