1. General The U.S. Special Operations Command (USSOCOM) has a requirement for further development of the Rapid 3D Terrain Prototype to include additional types of vector databases. USSOCOM intends to fulfill this requirement by modifying a current sole-source contract awarded to Presagis USA Inc, 12424 Research Parkway Suite 390, Orlando, FL 32826. This is a combined synopsis/solicitation for commercial items and is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; competitive proposals are not being requested and a written solicitation as described in FAR 12.603(c)(2) will not be issued. The proposed contract action is for an in-scope modification of current development services for which the Government intends to solicit and negotiate with only one source under the authority of the FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This determination is based on the fact that Presagis is the only vendor that currently has the highly specialized software which is capable of meeting the Government's requirement for rapid generation of 3D terrain data in open formats compatible with multiple Special Operations Forces (SOF) mission planning and rehearsal systems. Presagis Terra Vista is the leading terrain generation tool on the market with the highest level of correlation. Presagis owns the intellectual property for Terra Vista and is the only company who can modify its existing Terra Vista software to integrate emerging data sources for prototyping new capabilities meeting USSOCOM data specifications for high resolution visual databases without a substantial duplication of costs or unacceptable delay. The Government contemplates award of a contract modification extending the period of performance 12 months. The associated NAICS code is 541712. 2. Responses The Government is not requesting competitive proposals, quotations or offers in response to this combined Synopsis/Solicitation. Furthermore, no award will be made on the basis of quotations or offers received in response to this notice. However, interested parties may submit a statement of interest along with supporting documentation of their capabilities via email no later than Sunday, April 9, 2017 11:59 p.m. Eastern Standard Time.
